e2e-pr has a 45-minute job limit, but the v702 downport inside npm run e2e:build now takes about that long by itself:

This PR raises the limit to 60 minutes, the same as e2e-nightly and abap-702. It also corrects the header comment, which still promised a ~19-minute transpile.

A workflow-only change, independent of #266. Either can be merged first.

The v702 downport inside e2e:build took 42 minutes on one run of
2026-10-11 and was cancelled at 44+ on another, against a 45-minute job
limit - the cancelled run's ports were fine, they never got to boot. The
job now has 60 minutes, the same as e2e-nightly and abap-702, and the
header no longer promises a 19-minute transpile.
