Improve composer ellipsis menu presentation

Merge decision: ready — the composer’s More actions panel now separates speech, attachments and conversation controls into readable groups while retaining the existing actions.

User outcome

The ellipsis menu previously mixed help paragraphs and controls in one wrapping row. It now has labelled sections, consistent spacing and touch targets, and a single scrollable column at desktop and compact widths.

Material changes

• Group existing controls and retain help text, control IDs, expert visibility and handlers.
• Keep compact voice/dictation controls in their speech group and preserve active-control promotion.
• Bound compact panel height and add explicit keyboard focus styling.

Evidence

• 14 targeted Jest tests pass (compactComposer and chatConversationLayout).
• Static frontend lint and git diff whitespace checks pass.
• Playwright composerControls passes at 1440×900, 900×900, 360×640, 412×915, 360×360 and 1024×900 touch. Covers open/closed states, keyboard/touch dismissal, draft preservation, dictation lifecycle, active voice, control reachability while scrolling, checkbox and select state.
• Desktop and phone screenshots inspected; retained in the task worktree at .run/ellipsis-evidence.

Ship boundary

Tier 1 presentation change, tested using the production template/CSS/modules in a local browser fixture. This does not establish authenticated service, actual audio transcription, upload or public deployment acceptance. No deployment requested. Stop-ship conditions were clipped/unreachable controls or regressions in disclosure/draft/active-control behaviour; none remain in the tested fixture.
