[FEA] Add support for host-side slurmd activated/proxied by NodeSet pods

For obvious reasons this would make existing Slurm users happy since they won't need to containerize their workload and deal with all the complexities of extra plumbing. Also makes retrofitting k8s/slinky onto existing Slurm deployments/userbase more appealing.

I might make a PoC based on my framework here.

This is really neat. I see it references slurm-bridge, and not slurm-operator (at least in the readme). I can look and come back.

Funnily enough, the actual status quo is the opposite (slurm-operator is already there while slurm-bridge hasn't been incorporated partly due to #255).
