When dataselect_location_fallback is set, retry a waveform request with a wildcard location code if the exact code returns no data (FDF empty location before 2002).

Dernière PR du stage. Option
dataselect_location_fallback: si le code LOC exact ne renvoie aucune donnée, la requête est retentée avec un LOC wildcard. Utile quand le code LOC d'un réseau change dans le temps (LOC vide de FDF avant 2002). Off par défaut. Tests ajoutés.Marius
