Have some form of sanity check for promoted packages.
After running the promotion script on wheel/.tar.gz (not tarball) add a script to install for a given gfx all required python packages, and see if all the dependencies are automatically resolved.
This script can be run locally.
Plus if it can also run rocm-sdk sanity check if on a machine with a matching gfx gpu
