Running the ftp-srv in git actions

I'm trying to run start the ftp server when running jest tests in git actions but im getting the following error:
`connect ECONNREFUSED ::1:21 (control socket)`

I have been using the following url
```new FtpSrv({url: 'ftp://localhost:21'})```
is there a way to resolve this issue?
