add arm64 support

v7.14.0 Concourse was released with all embedded resource types Docker images released with arm64 support. We should add support in cogito also (release both amd64 and arm64 multiplatform images).

Reminder: they also changed the base image to cgr.dev/chainguard/wolfi-base:latest

Agreed. If I am not mistaken, we have an internal ticket covering this change (I am fine if we keep this issue open).
