Summary

This PR updates the time-varying conversion design documentation with the status of the summer 2026 holiday administration work.

It documents:

  • the Base Holiday, Holiday Rate, Holiday Rate Group, and Week Pattern workflow
  • the boundary between the completed administration workflow and the future RRule integration
  • the current dated holiday versus recurring holiday design concern
  • the primary cleanup and changes suggested during review
  • the remaining work tracked under Add holiday exceptions to RRule server code OED#1681.

The team's complete turnover document is included in this PR.

Summer 2026 OED Holiday, Added details about the holiday administration workflow, including the use of the `date-holidays` npm package, the connection between Base Holidays and Day Patterns, and the tracking of holiday exceptions in issue #1681. The update also highlights necessary improvements and future work related to holiday management.

@RoseArias Thank you for this contribution. Any chance you could also provide the turnover document (now a .odt) into a markdown (.md) or PDF (.pdf)? I can do it if you want as I can open the current file.

@huss I went ahead and converted the document to markdown and made a few small wording updates. The updated version is now included in this PR. Thank you.
