Adds 3 reference cards (Prometheus with OpenMetrics and remote-write backends; Grafana 10+ with provisioning and unified alerting; Kong 3.x with DB-less mode and plugin model), 3 standards cards (ISO/IEC 27035:2022 incident management three-part structure; NIST SP 800-63B authentication assurance levels and password policy pivot; ISO/IEC 38500:2015 IT governance six principles), and 3 playbooks (Prometheus HA with Thanos/Cortex; Grafana dashboard provisioning from Git; Kong plugin upgrade via decK). Validator passes (13,700 markdown files).
