Adds 3 reference cards (Protobuf edition 2023/2024 + wire compatibility; OPA 1.x with Rego v1; HashiCorp Vault 1.x with BSL 1.1 license context and OpenBao fork), 2 standards cards (NIST CSF 2.0 with the new GOVERN function; ISO/IEC 27001:2022 with the 93-control Annex A), and 3 playbooks (Protobuf schema deprecation with reserved field numbers; OPA bundle rotation with cosign signing; Vault audit log shipping to a SIEM). NIST CSF 2.0 card replaces the Batch 85 version with v2024-current content; CIS Critical Security Controls v8 already shipped in Batch 87. Validator passes (13,684 markdown files).
