Adds 3 reference cards (HashiCorp Terraform/OpenTofu version governance; Argo CD + Flux CD GitOps; Istio service mesh), 3 standards cards (NIST SP 800-53 Rev. 5 security-and-privacy controls; NIST SP 800-161 Rev. 2 C-SCRM; ISO/IEC 25010:2011 quality model), and 3 playbooks (Terraform module promotion; GitOps sync failure recovery; Istio mTLS rollout). Each category README is updated. Validator passes (13,677 markdown files).
