Hello, I've been following the development of BSL, and I came across this issue. It seems these two tests are failing due to a combination of missing authentication tags and #254, rather than target multiplicity. The following analysis is based on the most recent commit of BSL (d05b87f):

The first example input fails because the BCB is missing the authentication tags for its targets. Add those in, and the bundle is successfully processed.

The second example input fails because the BCB is missing authentication tags, but also because the BIB is encrypted. Add in the missing authentication tags, and the decryptions succeed, but the BIB parsing still fails.

Looking forward to #254 being implemented, but I hope this is helpful.

Important Edit: the authentication tags are not missing, rather they are misplaced. In the original bundles, they are concatenated to the end of the block-type-specific data field. However, BSL looks for them in the security results field (after decoding the BTSD) and does not find them.
