Title: feat: add admin controls and CDN delivery management
Implemented:
Wired AdminModule and CdnModule into the active app.
Added admin audit-log querying.
Added admin notification broadcasting with audit logging.
Added admin CDN metrics, health, and purge controls.
Added CDN versioning, cache headers, ETags, 304 responses, purge support, metrics, and failover.
Fixed puzzle filtering to use query parameters.
Added focused unit tests and CDN environment documentation.
