Description
This pull request introduces a new collateral_manager smart contract, providing foundational functionalities for a decentralized lending protocol. The contract is built using the Soroban SDK and includes comprehensive test coverage to ensure correctness and reliability.
Key Features:
Collateral Management:
deposit(): Allows users to deposit assets as collateral.
withdraw(): Enables users to withdraw their collateral, with checks to prevent under-collateralization of active loans.

borrow(): Allows users to borrow assets against their deposited collateral, enforcing a 1:1 collateralization ratio.
repay(): Enables users to repay their outstanding loans.

set_interest_rate(): A function to establish an Annual Percentage Yield (APY) for different assets.

Interest Accrual: The contract automatically calculates and applies interest to outstanding loans based on the time elapsed since the last interaction.
