[Bug] - URL fragments on errata/faq sometimes don't work

Describe the bug

going to https://cards.ledergames.com/errata?locale=en-US&productId=arcs#ARCS-LEAD04 sometimes rewrites the url instead of parsing out the important part and navigating to it. presumably this works on internal links because of angular, but when accessed externally it does URL rewriting magic

Expected behavior

it should navigate to the card always

Current behavior

it does not
