Update build and release workflows for .NET 11/12 SDK selection and V115, and add workflows for unit tests, designer serialization checks, source encoding checks, license-year updates, and mirror restoration. Include V115 in relevant branch triggers. **DO NOT MERGE BEFORE 13TH NOVEMBER!**
Install .NET 10 and 11 together across build and release workflows, removing the separate .NET 11 fallback steps and a redundant preview setup in the release workflow.

Use channel-specific announcement webhook secrets across stable, canary, LTS, nightly, and release-candidate workflows.
Replace the monolithic release workflow with dedicated Alpha, Canary, Master, and V105-LTS workflows. Update template publishing references, triggers, branch policy, and status badges to match.
