Superseded by clean carrier PR #131.
The final #117 source tree was preserved exactly, but PR #130's history briefly contained a temporary one-shot workflow used only to repair a stale server test cardinality assertion. That workflow was removed from the final tree, but its history caused GitHub Actions admission to remain pending/action-required with zero jobs.
PR #131 re-carried the exact final 9-file tree as a single clean commit on the same base, received normal exact-head CI, and was merged successfully.
Do not merge this PR. Canonical integration is PR #131 / main merge
