Replace inline hybrid replication capture workflow with pinned reusable caller #493
Description
Summary
This repository carries a 334-line inline copy of .github/workflows/hybrid-replication-capture.yml. The same capture logic now lives once in James3014/Nexus-new (.github/workflows/hybrid-replication-capture-reusable.yml). This copy is behind that version: it lacks the readiness-control path and the campaign meta-work exclusion decided for James3014/Nexus-new#1216.
Proposed change
Replace the inline copy with a short caller that passes this repository's five NEXUS_HYBRID_REPLICATION_* variables to the reusable workflow, pinned to commit 4e8a1606379a55cfc4c172d343704cf828b91145.
Acceptance criteria

.github/workflows/hybrid-replication-capture.ymlis a caller of the pinned reusable workflow and contains no embedded capture script. - Trigger, permissions and per-issue concurrency are unchanged.
- Behaviour while activation variables are
NOT_READYis unchanged (capture only).
Out of scope
- Changing repository activation variables.
- Changing what the capture records.
