CITATIONS.bib file not working with github hook - #509

Replace CITATIONS.bib with CITATION.cff. The documentation lead me to believe CITATIONS.bib would also work, just a link to the file. It does not, so switching to CITATION.cff. https://docs.github.com/en/repositories/managing-your-repositorys-settings-and-features/customizing-your-repository/about-citation-files
