…etched Users who reach a dref through Dref.get_for() (creator, dref.users, or shared only on the ops-update) lost operational_update_details because it depended solely on a prefetch that get_for's queryset doesn't carry. Falls back to a live query when the prefetch attr is missing.

Issue
Users who were not superusers or region admins saw
operational_update_details: nullin the active DREF list, even when an operational update existed for that dref. This happened for dref creators, dref collaborators, and users shared only on the operational update itself. Reported in IFRCGo/go-web-app#2542.Changes
