Update-OVServerFirmware error "Server power state must be off" with firmware install mode "FirmwareOnly"

When attempting to update server firmware with the Update-OVServerFirmware cmdlet and install mode FirmwareOnly, it throws an error about the server not being powered off:

Update-OVServerFirmware: The provided server resource <ilo-name> is not powered off. Server power state must be off before attempting to install an offline firmware bundle.

According to the Rest API documentation, "FirmwareOnly" is an online update method. The offline method would be "FirmwareOnlyOfflineMode". When using "FirmwareOnlyOfflineMode", the error is not thrown.

This seems to result from HPEOneView1000.psm1, line 50753:

if ($InputObject.powerState -ne "Off" -and 'FirmwareOnly', 'FirmwareOffline' -contains $FirmwareInstallMode)

I think this should be

if ($InputObject.powerState -ne "Off" -and 'FirmwareOnlyOfflineMode', 'FirmwareOffline' -contains $FirmwareInstallMode)

This leads to subsequent failures because the firmware update is triggered while the server has the wrong power state.

After more testing I found out that "FirmwareOnly" isn't working at all. If the server is powered off, it stops with this error:

Update-OVServerFirmware: Unable to update firmware because the server hardware is powered off and an online update requires the server to be powered on. Power on the server and retry the operation.

And when the server is powered on, I get the following error immediately:
