Back end Changes for Applicants Details Inline Edits and CSV Downloads

🎫 Issue #503.

Closes #503

▶ Changelist:

• Adds proper handling of inline status edits from the applicant detail page
• Adds handling for CSV downloads

📝 Notes + 🚧 TODO:

• Uploaded resumes handling on my side is not quite production ready - waiting on File Uploads — download endpoint + upload records #501 to ship
• Some columns have the same data. This reflects the fact that the data is found in multiple places in the system of types we have, and subsequently in the DB. I also have a branch that removes this duplication if that is preferred.

🧪 Testing:

• Verify that the inline edits work by checking the DB using compass.
• Download the two CSVs and ensure the data is sane, and the column names / arrangement are as desired.
