The Global Memory section states that rule 3 takes precedence and that rules 6 to
10 may then be violated. That reads as a permission for the program, and a reader
has to derive the consequence for a transformation: the guarantees of those rules
are not available for a global. The single writer property of rule 6 in
particular is easy to reach for by mistake.

Two sentences making that explicit, no change to the decision.
