Fork publication now requires an immutable release source, successful exact-source main-push CI and verified package/image contents before uploading artifacts or moving stable aliases. Windows startup coverage becomes automatic; managed version fields are aligned.

Partial audit cover F-006/F-008/F-013/F-014. Historical artifacts are not overwritten. No release/tag/publication is performed by this PR.

OpenSpec: guard-fork-release-publication and repair-windows-and-quarantine-regressions archives; release-management and github-automation requirements. Focused release, architecture and package smoke checks passed locally; Actions on this head remain the merge gate.

This PR is stacked on the proxy repair for portable architecture checks. It adds no CODEX_LB settings or documentation headings.
