Bug description
Setting teleport-cooldown to 10, however user is still able to perform teleportation without cooldown.
Steps to reproduce
- Set teleport-cooldown to 10
2. Reload Essentials
3. Attempt to spam teleport, as a non-OP with no bypass permissions
Expected behaviour
Teleport should be restricted.
Actual behaviour
Teleport is not restricted.

There's however an issue with creating a dump file -
See above for key version information, and attached config.yml for configuration.
Fix teleport-cooldown not applying to /tp <x> <y> <z> (EssentialsX#6568)
