py(deps[libvcs]) Require libvcs>=0.46.0

Raise the libvcs floor to 0.46.0, which rejects an argument a VCS binary
would parse as an option where an end-of-options -- cannot guard it.
vcspull syncs through libvcs's high-level helpers, so legitimate URLs
and revisions are unaffected and there are no configuration or CLI
changes.

Constraint libvcs>=0.44.0,<0.45.0 -> >=0.46.0,<0.47.0; uv.lock relocked
against the PyPI release. Supersedes the earlier [tool.uv.sources] branch
pin, which is dropped.
