[ColdFront/OpenShift] Check on status rather than waiting for a set period of time

When setting up microshift there are some sleep commands.

Why are there sleep commands? Is this just waiting for microshift to settle? I think you have a more active solution to that in https://github.com/CCI-MOC/openshift-acct-mgt/blob/master/ci/setup.sh, or is that solving a different issue?
