No scrim when scrolled to the top of the map view even though bar still overlaps content

When I'm scrolled all the way to the top of the map view, the top bar overlaps the content without any kind of scrim to aid in legibility:

As soon as I scroll even a little bit, the scrim appears:

My first thought is that rather than changing when the scrim is visible, the scroll view content should be inset so that when you're scrolled all the way to the top, the content ends at or below the bottom of the top bar.
