Hi there,
This PR adds a community guide on how to run Pangolin via Podman in rootless mode.
Tested this sucessfully on Ubuntu 24.04 and Podman >= 5.0.
Main references were fosrl/pangolin#1613 and https://github.com/orgs/fosrl/discussions/1609.
Any feedback welcome.
