Verified addresses. Add Contract deployer to the list of possible owners

Description

After blockscout/blockscout-rs#1709 is deployed, contracts-info endpoint /api/v1/chains/{chain_id}/verified-addresses:prepare will return a third optional address, Contract deployer.

It sould be able to sign the proof message, like contract owner/creator does now.
