style: Camera Implementation

Description

We are implementing the ability to take your officer headshots directory in the officer database

Criteria

• Add a camera modal to take pictures both on desktop and mobile
  • Mobile (iOS and Android) have their own special modals for their respective operating systems, we need to default to those when the user opens the officer database on a phone
• When uploading, make sure to have an option to upload or take the photo inside the database
  • Ideally I'd want to have this be a single button that opens into a modal with two options but you can freestyle this if you have a better idea

• This PR will be extended off of my officer database UI redesign branch, so I need to continuously update it when I push changes to it
