Build/Test Tools: Trim the routine PHPUnit database matrix.

Test MySQL 5.7, 8.0, and 8.4 and MariaDB 5.5, 10.6, 10.11, 11.4, and 11.8 on pushes, pull requests, and manual runs. Keep the complete database matrix on the weekly schedule.

Reduce routine coverage from 86 to 68 jobs while retaining the 182-job weekly matrix. Preserve the reporting, memcached, alternate-domain, HTML API, innovation-release, and PHP prerelease configurations.
