The flow is:

1. Affiliate-to-be enters and submits an email address
2. PLAN sends them a one-time link
3. Affiliate-to-be opens that link in a browser tab
4. PLAN shows the "After Verification" page containing another link
5. Affiliate-to-be clicks on that link to become an affiliate and view their Manage Applications page

The new affiliate needs to know that the link contained on the "After Verification" page will operate in any tab of that same browser until they rotate ECIs, but will not work on any other browser. If they want to use more than one browser, they'll need to get a one-time link for each of them.
