P-037 B1: build own-guarded-report before the CI inertness run
The dogfood job's inertness step now has a guarded layer (N4) that reads own-guarded-report next to own-shadow-engine. The qualified artifacts step builds only the evidence binaries, so every document failed on a missing file (24/24, Errno 2), not on semantics. Build the report binary explicitly in the same target dir. Reproduced locally with the binary removed, then green with the step's own command.
