If SCEs are used we don't display SCE checks outputs. In old HTML report, we display them.
This is very useful for reports from building a hardened bootable container image (Image Mode RHEL).
It will be twice useful after we enable SCEs for common usage as proposed in ComplianceAsCode/content#13758.

Contents of the xccdf:rule-result/xccdf:check-import element are displayed in rule details, similar as in the old report.
