B71 (task): Restate B48's joint rule with a construction null, and disentangle the flat-bundle and reserved-frame rows #650

Part of #532. Handed off from B69 (#646) under this map's standing rule that an edit hands off to its own ticket. B69's ruling named its cost as documentary; this is that cost.

Question

Restate B48's joint scoring rule with its null named construction, and disentangle the flat-bundle and reserved-frame rows wherever they are quoted.

What must change, and why

1. The rule's null is labelled construction. B69 (#646) ruled that the joint rule keeps a construction null — not a stated horizon and not a trajectory — because there is no trained flat bundle with the properties the null needs:

  • earned is exactly 0 from tick 50 onward on both seeds, with dim H⁰ landing on exactly the private reserve (1808). A null at earned = 0 is the generic surface that earned_generic already subtracts, so it cannot serve as an agreement null at any horizon ≥ 50 ticks.
  • Differentiation has no measured settle even at 60,000 ticks (0.2292 and still climbing), so any trained level would be a horizon quote — the cross-horizon move #634 §5 exists to stop.
  • B42 (#605)'s derivation is exact only at construction, and the construction reading is seed-free (both seeds read 44).

2. B50 (#618) is not repealed and the wording must carry its successor clause, which is a separate requirement rather than a moving null:

Any gap claim is read at a shared rung against the trained flat bundle run to that same rung. The construction point defines the null; it does not license comparing a candidate at 30,000 against a null at 0.

3. The 45/88 merge is corrected wherever it is quoted. B48 (#615)'s table reads trained control 0, B40's flat bundle 45, B42's reserved frame 88 — but its §3 prose attributes the reserved frame's 88 (and the 5.2 dimensions of exposure, which is 20.0 − 14.8 against the trained control) to the flat bundle. #646's independent reading of s0_baseline at construction is 44, reproducing the flat-bundle row. The null has been quoted with its candidate's numbers, which makes it look twice as demanding as it is. There is an advisory on #615 with the detail.

Where to look

Every text that states the joint rule or quotes its null — starting from #615's own body and resolution, and the tickets that carry the rule forward. Read #646's resolution and READOUT-646.md §3–§4 before writing; the arithmetic is settled there and does not want re-deriving.

What it must not do

Not rescope #615 or #646. Per this map's rule, a resolved ticket's body changes only for what a branch row mandates; everything else is an advisory comment. The correction here is to how the rule is stated, not to what either ticket decided.

Not re-run anything. No arm on this map moves. #646's earned cliff is an exact rank identity and its construction reading is seed-invariant.

Named ADR cost: none. #646 established that no ADR, construction or term changes.

Note

A map ruling is not a landed change — the rule's restatement is what makes #646's decision readable by the next ticket that scores a candidate, and until it lands the next such ticket will quote 88 against the flat bundle again.
